E24 — 27 August 2026: Lucy declines the requested particulars and restates an ‘outside property’ position

The request Broadwick had been asked to answer

On 25 August Broadwick was asked to put basic particulars behind statements that consultant numbers had increased, liaison capacity had increased, speakers had been reduced, monitoring had been expanded, low-frequency output had been changed and engagement had taken place with both local authorities. The request also asked what practical difference those measures made and sought clarification of the residential-assessment position.

Lucy’s 27 August response

Lucy said Broadwick’s earlier statements were intended as a summary for residents rather than a detailed technical or evidential report. She repeated that additional consultant and community-liaison resources had been deployed, monitoring expanded and changes made to sound, lighting and operation, but supplied none of the requested basic numbers or particulars.

She added that implementation of those measures did not mean the earlier arrangements were inadequate or that any legal duty had been breached.

She then stated: ‘Broadwick’s position was accurately stated in our email that readings could be taken outside an affected property by arrangement.’

Why it matters

The effectiveness of the additional measures is itself material because residents continued to report bass and noise after the measures were announced and throughout the final weekend, while lighting continued to be complained of across the Thames. The question ‘what exactly changed?’ is therefore not a request for technical detail for its own sake; it goes directly to whether the measures were effective.

The outside-property formulation must also be read against the earlier correspondence in which Broadwick offered readings at the residence/from the property, proposed attendance by its community liaison team and consultant, and later contemplated a Broadwick representative being present at the affected property with the EHO.
